I found that my anxious teen needed to go very slowly into the driving thing. We gave him lots of time and though he took longer than everyone else, he did learn to drive. Be patient.

I really wish my parents would have done something for my fear when I was young. By my twenties I hadn't learned to drive and then I left home and I just never did take lessons. I'm nearly 40 and I still don't drive. I think it's too late now - I don't see myself ever relaxing enough. But if my parents had taken me for professional help when I was young I probably could have licked this thing.
