What's wrong with a shy 3 year old? If adults can't understand that, THEY'RE the ones that need help - not your child. Most kids are shy at that age with the exception of a few natural extroverts. Most will grow out of it and those that don't can be helped along in various ways later. When my son is shy I just smile at the adults and say hello for him.
