My grandson is also 4 months old and has very little eye contact--only looks  into your eyes if laying on his back.  or sometimes while drinking his bottle.  He is doing better than he was a month ago so we are hopeful that it will continue to keep getting better.  The doctor has commented that he thinks it may be due to overstimulation and too much going on around him.  Also he has low muscle tone and it requires a lot of strength for him hold his body and head up.  When he's laying on his back he doesn't have to contend with that and is able to concentrate and focus on faces, etc...
