I see from my friends' kids that babies learn to walk at very different ages.  One of my friend's babies just started walking at 20 months and now he is doing fine.  I think there is a normal range and I remember my doctor saying that until 18 months they don't really worry if a baby isn't walking.  After that they may decide that a physiotherapist should work with the baby.  14 months sounds well within the normal range.  I know lots of babies who learned to walk later than that.
